Buying a vehicle in Saskatchewan
Four things that work differently in Saskatchewan.
What the Government of Saskatchewan, the FCAA, SGI and the Canada Revenue Agency say about tax, displayed prices, registration and your protection as a buyer.
01 · Sales tax
GST at 5%, plus 6% PST on the selling price.
At a dealership, new and used vehicles carry 5% GST and 6% PST. PST is charged on the total selling price, including documentation fees, freight, pre-delivery and accessories, after cash discounts and an eligible trade-in allowance. On a private purchase, PST is collected when you register the vehicle, on the greater of the bill of sale price and the Red Book average retail price, and a used vehicle is exempt when both are $5,000 or less.
Ask how your trade-in is shown. When it qualifies, it lowers the PST.
02 · Displayed prices
A displayed price has to be the drive-away price.
When a dealer displays a price on a vehicle for sale at its premises, it must be the drive-away price: the total you would pay to complete the deal, paying cash without a trade, including freight, pre-delivery inspection, fees and levies. Only PST, GST and financing charges are left out.
Ask for the drive-away price in writing before you talk about payments.
03 · Registration
Plates, registration and basic insurance come together.
Every vehicle must be properly registered for its purpose. SGI's basic insurance is required by law and is bought at the same time as your licence plates and registration. On a private purchase, the motor licence issuer also collects the PST when you register.
Budget for plates, registration and basic insurance on top of the price.
04 · The regulator
Dealers are licensed, and a dealer owes you disclosure.
Every dealer must hold a valid licence to sell or lease vehicles, applied for through the Financial and Consumer Affairs Authority (FCAA), and generally backed by a $25,000 bond. A licensed dealer must disclose important facts: on a new vehicle, damage needing repairs over 20 per cent of the asking price; on a used vehicle, a current SGI VIN search, any taxi, police, emergency or racing use, rental ownership in the past 24 months and registration outside Canada in the past 36 months. Complaints go to the FCAA at 1-877-880-5550.
Buying used? Ask for the SGI VIN search before you sign.

ClearCut is not your broker, agent or representative. The National Advisory Services Agreement does not appoint ClearCut to act for you, and ClearCut has no authority to act, sign or speak for you with anyone.
Under either service, ClearCut does not:
contact, communicate with or negotiate with any dealer, private seller, lender, warranty provider or other third party, at any stage;

prepare any letter, form or other document for you to give to a dealer or lender;
set a target price, prepare a counteroffer or lay out a negotiation plan for a specific deal;
advise whether you should go ahead with a purchase;
advise on life, disability or critical illness insurance. Those are licensed insurance products, and advice on them must come from a properly licensed insurance professional; or
sign, accept or decline anything on your behalf.
You deal with the dealership directly, make every decision, and decide alone whether to sign any quote or purchase agreement. ClearCut does not guarantee financing approval, vehicle availability, any price, or any savings.
