Buying a vehicle in Manitoba

Four things that work differently in Manitoba.

What the Government of Manitoba, Manitoba Public Insurance and the Canada Revenue Agency say about tax, advertised prices, registration and your protection as a buyer.

01 · Sales tax

GST at 5%, plus 7% retail sales tax.

When you buy a new or used vehicle from a dealer, you pay 5% GST, and the dealer collects Manitoba's 7% retail sales tax (RST) on the net amount at the time of sale. On a private purchase, MPI or an Autopac agent collects RST when you register, on the greater of the purchase price and the vehicle's average wholesale price. A trade-in lowers the amount RST is charged on when the vehicles are of the same general kind.

Buying privately below wholesale? RST is still charged on the wholesale value.
02 · Advertised prices

The advertised price has to be the total price.

Since June 1, 2015, an advertised vehicle price must be the total price, including all additional charges, except RST and GST. It cannot be reduced by a special deduction, such as the value of a trade-in or a cash down payment.

If fees appear on top of the advertised price, ask what they are for.
03 · Registration

Registration and Autopac are bought together.

A vehicle must be both registered and insured in Manitoba, so registration and Autopac insurance are bought together. For a used vehicle you need a bill of sale, a signed transfer of ownership and a valid Certificate of Inspection, and if you buy used from a dealer, the dealer must issue you a valid one. A new vehicle does not need one.

Buying used privately? Make sure the inspection certificate is valid before you pay.
04 · The regulator

Dealers need a permit, and a dealer owes you disclosure.

Anyone carrying on business as a dealer must hold a Dealer's Permit from the Registrar of Motor Vehicles, a program Manitoba Public Insurance manages, and a dealer's salespeople need their own permit. Before you sign, a dealer must disclose the vehicle's history in your contract and tell you aloud, including repairs over $3,000, taxi, limousine, emergency or short-term rental use, fire or flood damage, salvage status and registration outside Manitoba. The Consumer Protection Office takes complaints and contacts the business, but it cannot impose a settlement.

Read the disclosure section of the contract before you sign it.

Before you sign

ClearCut Clarity

$250 plus GST or HST for your province, calculated at checkout

For clients who want to negotiate independently but want a professional second opinion before committing.

  • Review of the agreed vehicle purchase price, deal structure, and every product and charge appearing on the quote or purchase agreement
  • Assessment of whether the purchase price and overall deal are fair relative to current market conditions
  • If financing terms (interest rate, term length, monthly payment) appear on the dealer's quote, those terms are reviewed and guidance is given on the rate. ClearCut does not introduce a lender, suggest another lender, or help with any credit application
  • Identification of any concerns with any element of the deal (price, fees, financing, or back-end products) before you sign
  • Findings given on a call and in a written summary provided to you
  • For licensed insurance products (life, disability, and critical illness coverage), ClearCut Auto Inc. does not provide licensed insurance advice; any insurance-specific advice must be obtained from a properly licensed insurance professional

What you provide: The dealer's quote or purchase agreement for the deal to be reviewed, with personal identifiers removed as set out in Section 5 of the Agreement.

How findings are delivered: On a call and in a written summary. The summary is written for your own decision. It is not addressed to, or written for, the dealer or any lender.

One quote per purchase: Each Clarity purchase is one review of one quote or purchase agreement. A revised or different quote is a separate purchase. The service ends when the written summary is delivered.

Clarity is a professional evaluation of the deal you were quoted. It never tells you whether to buy.

Advisory only. No dealer or lender communication, negotiation, or representation of any kind is included.

Best for: First-time buyers, family vehicle purchases, or anyone who wants peace of mind that the deal they have negotiated is fair before they sign.

What ClearCut does not do

ClearCut is not your broker, agent or representative. The National Advisory Services Agreement does not appoint ClearCut to act for you, and ClearCut has no authority to act, sign or speak for you with anyone.

Under either service, ClearCut does not:

You deal with the dealership directly, make every decision, and decide alone whether to sign any quote or purchase agreement. ClearCut does not guarantee financing approval, vehicle availability, any price, or any savings.
