Buying a vehicle in Prince Edward Island
Four things that work differently in Prince Edward Island.
What the Government of Prince Edward Island and the Canada Revenue Agency say about tax, prices, registration and your protection as a buyer.
01 · Sales tax
15%, whether you buy from a dealer or privately.
Buy from a dealership and you pay 15% HST. When the dealer takes your vehicle in trade, HST is charged on the price minus the trade-in allowance. Buy privately and you pay 15% provincial sales tax when you register the vehicle, on the greater of the price you paid and the vehicle’s trade-guide value. A written appraisal can stand in for the trade-guide value when it is lower.
A low price on a private bill of sale does not lower the tax below the trade-guide value.
02 · Prices and fees
A misleading price claim is an unfair practice.
Prince Edward Island's Business Practices Act makes it an unfair practice to claim a specific price advantage that does not exist, or to leave out a material fact in a way that misleads. If an unfair practice led you into an agreement, you can seek to cancel it or claim damages by giving written notice to the other party within six months, and a waiver in the contract does not take that right away.
Ask for the total, with freight, PDI and every fee, in writing before you talk about payments.
03 · Registration
Transfer the registration within 7 days.
The buyer has 7 days from the date of transfer to register the vehicle in their own name. Bring the vehicle permit signed off by the previous owner, the bill of sale, a motor vehicle inspection form and your valid insurance card. If you bought privately, the sales tax is paid when you register.
Buying privately? Get the inspection form and your insurance in place before you register.
04 · The regulator
Dealers are licensed by Highway Safety.
A vehicle dealer on the Island is licensed by the Highway Safety Division, which requires an established place of business in the province and a $15,000 security bond. The department audits dealers and responds to consumer questions and complaints, and the Registrar can suspend or cancel a dealer's licence. The Financial and Consumer Services Division also takes consumer complaints, but it cannot order a refund or cancel a contract.
Buy at the dealer’s licensed place of business, and keep every document you sign.

ClearCut is not your broker, agent or representative. The National Advisory Services Agreement does not appoint ClearCut to act for you, and ClearCut has no authority to act, sign or speak for you with anyone.
Under either service, ClearCut does not:
contact, communicate with or negotiate with any dealer, private seller, lender, warranty provider or other third party, at any stage;

prepare any letter, form or other document for you to give to a dealer or lender;
set a target price, prepare a counteroffer or lay out a negotiation plan for a specific deal;
advise whether you should go ahead with a purchase;
advise on life, disability or critical illness insurance. Those are licensed insurance products, and advice on them must come from a properly licensed insurance professional; or
sign, accept or decline anything on your behalf.
You deal with the dealership directly, make every decision, and decide alone whether to sign any quote or purchase agreement. ClearCut does not guarantee financing approval, vehicle availability, any price, or any savings.
